Recently, a number of foreign travelers are complaining of not getting Tibet Travel Permits, due to the new policy of Tibet Travel Permit announced by Tibet Tourism Bureau. According to the new policy, Tibet Travel Permit can be obtained only when there are over 5 foreign travelers of the same nationality in a tour group, and they must depart from the same city on the same vehicle and on the same day.
