I found the best tour guides in Beijing and xian .  This is the best way to tour china as the tour guides can provide a flexible plan.  You can ask them to take you to their favorite restaurants as well as tips on shopping .  Even for a seasoned traveller such as I found that in China , tour guides are the best way to go. Just remember to ask if they are licensed .
