I will suggest you to go to south China as the vast majority of north China is freezing at that time of the year. Kunming in Yunnan province is a very old destination for old people as the weather is quite gently all year around. Hong Kong with its lovely beach may also a good option.

I suggest you visit Hainan Island. When you come to China, it is winter. But Hainan Island is still warm and is comfortable for old people to stay. You can enjoy the mild sunshine, beautiful and soft beach, pleasant sea breeze, fresh air and graceful coconut forest there.

As for old people, relax is most important,so i thank Hangzhou is very suitable!
Fristly, Hangzhou is a tourist city famous all over China.Having a walk around the beautiful West lake ,viewing the far-flung water,breathing the fresh air are most good for old people.
Secondly, Hangzhou is not as noisy as the big cities such as Beijing and Shanghai.It''s quite easy to find a quiet place for old people to have a rest.At most of the scenic spots you can easy find a teshouse to sit in and enjoy the fragrant Hangzhou Dragon Well Tea.Often it won''t cost you much,saying under RMB100.
Also there are many other places in China worthing a visit, but Hangzhou should never be missed.
