Can the staff in small restaurants can speak a little English?

Dear all, I am from America. I can not speak Chinese at all. But i am very interesting to have aome lunch in the street of some cities. I wonder to know that could the staff of the small restaurants speak a little Englsih?

- Big restaurants in major cities such as Beijing, Shanghai, Shenzhen may speak a little English. English is very raraly spoken and understood at roadside small restaurants particularly in smaller cities and towns.
