There's no direct flights to Shaoyang, bu you can fly to Guilin or Changsha Airport and then transfer to Shaoyang by bus or train.

Shaoyang-Loudi railway connects Hunan - Guizhou railway. From Shaoyang, one can pass Loudi and reach Changsha City, then take trains to all the places in China.
