Pantuo City, also known as "Aisksa", is situated near by the Tuman River southeast of Kashgar. In the early nineteen century French explorer Paul Pelliot prospected for the area. According to his notes, ramparts of the city were built along sthe north and the east borders of the township, with a length of 287 meters and 205 meters respectively and a foundation of 7-meter wide.

Pantuo had always had substantial political and economic importance for several dynasties historically. The palace of Shule State was located in Pantuo in 170 A.D.

Later on Ban Chao took residence in this city when he was taking charge of the entire western region of the country. The city hence was greatly influenced by Ban Chao’s Mizar cause, and at some point of the history it was even called the "Ban Chao City". To continuously expand Shule and strengthen its military and economic influence at the time, Ban Chao took advantage of historical trends of agricultural, military and economic development, synthesized the concept of creating unity alliance of neighbors around the western border, and also showed respect to indigenous customs and cultures. He was a well-respected and very successful leader at the time. He went through tough times and had overcome many challenges with the local people and various ethnic groups fighting against nature as well as foreign invaders. He has certainly achieved splendid victories and rewritten the history of western border areas of China.

Pantuo was reconstructed upon the remains of an ancient town. The statue of Ban Chao is in the center of the township surrounded by 36 statues of his warriors. These warriors are standing on both sides of the so-called "Saint Road". Behind the statues, there is a huge lunette of basso-relievo of city gates, ancient pavilions, dolmen, ramparts and beacon towers etc.

In commemoration of Ban Chao, as the famous statesman, militant and diplomat in the Eastern Han Dynasty, Kashgar government decided to construct the Ban Chao memorial park covering an area of 1 hectare (15 mu). The construction began in 1994 and finished in 1996. A full-body statue of Ban Chao was built with a height of 3.6 meters. There are two warrior sculptures, each of 1.9-meter high, standing on each side revealing his great power and splendor. One will be impressed and touched by the rich history, great stories and wonderful artworks in this city.
